Two computers can't seem to share bandwidth

A very curious thing seems to be happening:

At first, my father's computer (hooked up directly to the modem) did not get any service at all. After we switched out the cable, it only seems to load pages normally (faster than one Google result page per two minutes) when my laptop (hooked up through Wi-Fi) is turned off. This is a pattern we have noticed in the last few days. My laptop is not loading anything, and we've never had issue's with my dad's computer before.
Is my laptop hogging all the bandwidth, or could something else be the problem?

I JUST figured it out myself. . . . this is kind of embarrassing...
The issue was my uTorrent program. At one point it was loading a large file, and as a precaution, I set it as HIGH PRIORITY.
It just dawned on me what the problem might be, and the instant I shut down uTorrent, my dad's computer jumped back into action.

Both on the task manager, plus something within the program itself. Unfortunately, I'm pretty illiterate when it comes to working with the system, and I was simply clicking everywhere to see what would work, so I can't tell you exactly what I did within the program.
But I did restore the original settings by removing the setting files from the AppData folder. This, essentially, is what permanently fixed my problem.
