cd/dvd bootable without burning

Since my dvd-r does not let me burn on it but is empty, i wonder...Is there a way to make a bootable cd/dvd without buring the iso.... can you install MBR manualy on the cd/dvd.

Maybe a different disk would have a better chance if you're sure your using the right type for your drive. Which burner are you using? IngBurn is free and very good at making workable ISOs.

If any of this is torrent related Windows systems, please say so.
