I did a reinstall of windows 7 on my computer to do a start over. A fresh start on my computer since it would of been easier to just do a reinstall of windowes and reinstall things on another hard drive the to do transfer it over one by one. I figured while in the process I would look up how to intall windows without the system recovery partition. So I follwed this
http://superuser.com/questions/462657/avoiding-the-pesky-windows-7-system-reserved-partition
After doing such I was having problems in updating and got this code 0x80070057 so i followed this.
https://support.microsoft.com/en-us/kb/2476568
When I followed the second link things where a little different there was another partition and I think I deleted one because it didn't have any options and it seemed unnecessary but I cant really remember if I did. I am installing this on a samsung 850 EVO 250GB.
Thnak you.

Solution
Start over with the Windows setup, just select defaults for the setup and see what happens after that. Once you get into the "I may have deleted something but don't know what or if I did" things pretty much are out of hand there as to how to fix things without a new setup.

Losing 100MB to a hidden partition is not a big deal.

When I check my hard drives in Computer Management the partition is there and healthy. Oh except it is not Disk 0.
