Quiet, music recording and editing

First off I have never built a computer before. And I probably know just enough to be dangerous. But......I did stay at Holiday Inn last night ( haha).

Seriously, I want to build as powerful and quiet a machine as my budget ( approximately 1k-1.2k) will allow. I am in the US and am ready to do this now.

This computer will be used for recording, storing, and editing music. Possibly some light video editing with two screens in the near future as well.

I need new peripherals ( especially monitor), but would rather focus on the internal components first. I can use older stuff or add those later.

I also will need to buy Windows.

I currently have an audio interface ( which is also in need of updating in the future) and very good reference monitors.

Being quiet is very important as the case will be in close proximity to instruments that are being recorded.

I am very handy at building things, but would prefer something not too complex for my skill set. But at the same time I'm very inquisitive (ex: why I5 over I7, cooler or no cooler?)
