Hello I have downloaded an windows 8.1 ISO file from dreamspark. It is free for me since I am a student.

I obtain the ISO and burn it to the disc. Its a dual layer disc.
I have the ASUS DRW - 24D3ST and the x99s motherboard. I install all drivers for the chipset and the disc drive. When I restart and boot my pc using F11 key I choose my DRW ASUS DRW - 24D3ST drive. It says " press any key to boot from the disc....". I press the return key. Then it haults for 5 seconds. Then it restarts and brings me to the BIOS flash/screen.
The BIOS screen brings up a system recovery menu for windows 8. I have got an NTFS filesystem on the hard drive. also my disk is SATA. The boot order I have choses is to boot from the dvd drive

Did you burn the ISO to the disk as an image or did you just burn the ISO file to the disk? If you did the latter, that is why you can't boot from it. A program like ImgBurn will burn it as an image.

The way to tell is explore the disk, if it only has a single file XXXXXXX.iso, then this is incorrect. If you explore it and it has directories / subdirectories and files, then it was burned as an image.
