Very slow Windows 7 boot (10-30+ minutes)

Recently my computer has started taking ages to get past the Windows boot screen. The time varies from sometimes normal (less than a minute) to often very long (any where between 5 and 45 minutes), usually in the 10-30 min range, before I get to the log in screen.
Also worth noting is that when it finally leaves windows boot screen, and right before entered log in screen, my monitor goes black and turns off for a short while.

I'm unsure what is causing this. As far as I remember, no "new" software has been installed since it started. I've run anti-virus/malware, CCleaner etc. with no effect.
I've checked the system log and observed several processes taking minutes to complete, but I'm not capable of making a proper analysis of the information listed.

Hopefully someone can help me.

System:
Intel i5-2500
Asus P8P67 Pro
EVGA GTX970
2x4GB Corsair XMS3
Corsair 850W Gold Plus PSU
256GB Samsung EVO SSD
1TB Seagate Barracuda HDD

I have tried installing the tool, but on start it keeps crashing on scanning for USB drives. I have however tried to unplug the HDD before boot, which didn't improve booting time.

AHCI is enabled.

Using the Samsung Magician tool, the drive shows 'Good' health and performance testing also seems good.

From the system log it looks like 'The Plug and Play' service is always taking 5+ minutes to load. Some other processes are also around a few minutes..

EDIT: I've run Windows error-checking on the SSD - didn't find anything.
Also tried clearing the ACL as suggested in this post without any luck.

I thought that would be the case. I was hoping I could wait until I can install Windows 10 - is that an option or will the problem likely persist?

The system log has shown a quite persistent problem over the last few days:

1) Anti-viral software first taking ~1 min to load and register with Filter Manager (In this case 'Avgmfx64', but I've tried with Avast with the same result).
2) Intel(R) Management Engine Interface driver taking ~3 minutes to start.
3) The Plug and Play service taking ~5 minutes to enter the running state.

Any suggestions to what might be the cause of this?

After uninstalling a game my computer is suddenly back to its normal 30s boot. The weird thing is, I had some boot problems before this game was installed, but at least everything works fine again!

EDIT: I spoke too soon, its back :(
