GTX 970 losing FPS on different games

So I can't find the answer of my specific question around the internet.
Months ago, while playing different games I had fps drop under 60 (rarely) (60 because I use vsync)...but this wasn't annoying.
For example playing Saints Row 4 was beautiful and smooth.
Now I happen to drop fps under 60 more often and even with low graphics games like TF2...even if the GPU usage is under 20% (said by GPU tweak).
Or everytime Saints row 4 autosave something I drop fps sometimes even to 26 (while moving and saving at the same time).

This is strange for my rig.
My specs:
i5 4460
ASUS GTX 970 (Driver version updated: 353.30)
16 GB HyperX
Asus Z97-K

This happened with every Nvidia drivers version since 344.48 and got worse with the latests
What do you think? Thanks in advance

one thing to is that these games that are like steam type games and you did agree to them making changes as they see fit to you computer ''with out limitations '' so can you be sure its not one of them game clients making there ''adjustments'' ???

I'm sure...this happened even with nonSteam games
 
my non steam games work fine.. see I don't need to worry about ''them'' at all .. see that's the thing , you gave a 3ed party control over it nothing I run requires steam-uplay- origin -internet connection .. I know for a fact its me and all on my end if a issue pops up - you don't ..

Well for one thing, when you are saving and you drop frames it's because of the files being saved to your hard-drive...
Can you check your CPU and GPU usage at the same time? Use Task Manager for the CPU usage... Also upload a screen cap of all your processes that you can see on Task Manager.

Also:
- Try rolling back your drivers to the version that didn't have this issue

- Make sure you have plugged your monitor into your graphics card and not your motherboard.

- Make sure your PSU has enough Wattage

-Did you buy all of your RAM in 1 kit? How many sticks of ram do you have?

So months passed and I made a list of what I did to solve the problem:

LIST:

1)Turned off vsync
2)Enabled "ADAPTIVE" vsync
3)Updated to the leatest video drivers
4)Changed the PhysiX engine (from "GPU" to "CPU")
5)Downgraded the video driver
6)Changed "BALANCED" to "PERFORMANCES" on Windows control panel
7)Formatted and reinstalled Windows 7
8)Borrowed my GPU to a friend; he gave me his GTX 770 in exchange
9)Benchmarked GPU
10)Benchmarked HDD
11)Benchmarked RAM modules
12)Ran every test with seagate's seatools
13)Defragged
14)Disabled/Uninstalled my antivirus
15)Used CCleaner
16)Clean installation of video drivers
17)Over 8 hours of MEMTEST on RAM modules
18)Updated BIOS and CHIPSET/SATA drivers
19)Maxed all settings on the BIOS
20)Used SuperSpeedSuperCache to virtually use part of the RAM as CACHE memory
21)Checked every hardware parameter with Aida 64
22)Updated to Windows 10
23)Swapped my HDD with another one, installing everything again
24)Changed the GPU DVI port
25)Changed DVI cable
26)Changed monitor
