so this is kinda weird ill try to explain it the best i can

so i can play BF4 fully ultra with 2xAA at 50-80FPS. This is where the weird starts, sometimes it will drop to 8 or lower for a few seconds, half of the time it will go back to normal the other half it will go to about 20-30FPS :( and the only way to fix it is to restart the game

Your CPU is only dual-core, so it will not perform very well on multi-core optimized games as BF4. But I don't think that really is your problem.
I think your heavy overclock is too much for your (lower quality) PSU, and it is not responding very well when it is put under heavy load. The CX is not a very good PSU as it is, and I would avoid it even in non-overclocking systems.

tried that, its funny because it not stuttering FPS drop, like when a building explodes in my face it doesn't drop, it just drops at random times, like standing on top of a camping sniper to knife him in the back :) then recovers half of the time

It's more than likely the cpu holding it back, that cpu not only has 2 cores but importantly 2 threads. It may not look like much is happening on screen but your cpu does a lot of the networking stuff on bf4 online
