Low CPU/GPU usage, but LOW fps (10-20 fps), help please?

Hello everyone!

I've read lots of threads in the forum, but its my first question, i cant find a solution on web so i need help if some one can do so, please :c

I'm having extremely low FPS in many games i tried to play, but, my GPU and CPU usage is low, and the temps are all ok (30~50º for the GPU, 35~55 for CPU). The GPU approaches 30-50% of its usage, and the CPU stucks at 40% most of the time, the disc is ok too, not in usage. I just noticed that some areas in games my FPS is high (80+) and when the fps is at that point the GPU usage are about to 90%, and CPU usage is 50%+ too, it is fine, but when i come to some closed scenario (like towns in h1z1 or dayz games) the GPU usage drops to 30-40%, the CPU drops to 40% and the fps drops to 10-20. I'm using windows 10 build 10240, but many other games i can play smoothly (like bf3, dota, dying light, etc.) and others i got this extremely low cpu/gpu usage. Its not a overheating issue, and noone of my cores are parked... But anyone can help me, please? :c

Specs:
GPU - AMD R9 270
CPU - AMD FX 6100
RAM - 8GB
SO - Windows 10 Pro build 10240

First of all, sorry for dont replied you earlier, i didnt see the notification of your reply, really, sorry :(

But yes, i used win7 and there was no problems, but all games with this problem is exactly the ones i bought after win10 installation so i couldnt test it on earlier versions of windows.. Windows 10 is pretty near of the official release but the issues stills happening... Thx for the reply and sorry again :)

I could get my hands back on my windows 7, and yes, the CPU/GPU usage stills the sames, never above 50~60%, i tried overclocking it, and in stress cpu tests i ran to 80% instead of 100% usage, but without o.c. the stress test gets my cpu on 100%... what it can be? :c

Kinda solved... actually i found that the games causing low fps are badly optmized, but i changed my CPU, and got a few more FPS overall now im running on a FX 8320 OC 4.5ghz, and things are running much better, but still those games are running pretty slower than others that are better optimized.

So apparently was not hardware or OS problem, it was game related issue... :C

Hope it helps you a bit...

I have this problems by months right now.. with Trove.. And I can't understand why these games use low gpu and cpu while having LOW fps!

amd fx 6300+
r9 270x sapphire dual-x 2gb

i had this problem with H1Z1, Insurgency and Starbound, all CPU demanding AND badly optimized games for PC, i think there is nothing we can do but give the devs feedback about performance based on our hardware, and hope they have a look at it...

anyways all i can suggest you is Overclocking your CPU, may help a bit, but be REALLY careful about OC, if you are interested in doing OC, there is a lot of tutorials the forums, and you should have a good cooling setup for your CPU.
