computer turns itself on after shutting down? (windows 7 64 bit)

Every time I turn off my pc after I'm done using it, it turns itself on again but stops after I turn it off again

Specs if needed:

CPU: Intel g3220
GPU: r7 250x 1gb ddr5 (igpu combined with gpu)
HDD: 1tb Western digital Sata
Ram: 1x4 ddr3 1600 mhz crucial ram
Mobo: GA-h81m-h
 
Solution
1. Check in the BIOS that power on LAN is disabled.
2. reset BIOS: unplug PC, remove little round battery on board. Leave off for a minute then reset (you'll need to correct the time and date and reset any BIOS settings you might have changed, if any)

So for my motherboard, would I just remove the little round battery on the board to reset the bios or is there another way?
 


Sorry, that may be called "wake on LAN." not "power on LAN." Every BIOS setup program is organized a bit differently so things may be in different locations, or the option may not be there at all.

According to the manual can I reset the bios by doing
You may clear the CMOS values by removing the battery:
1. Turn off your computer and unplug the power cord.
2. Gently remove the battery from the battery holder and wait for one minute. (Or use a metal
object like a screwdriver to touch the positive and negative terminals of the battery holder,
making them short for 5 seconds.)

*the part about the screwdriver is what I am asking about, will it reset the bios?*

I'm talking about not removing the cmos battery...but shorting it out without removing it with a screwdriver since I don't want to accidentally damage the cmos battery
 
It's a troubleshooting step and it won't hurt anything.

You can also check to see if the issue happens if you unplug the network cable. If none of this works, you have an odd motherboard power issue. Replacing the board would fix that if you aren't alright with living with the odd behavior.
 
Another thought: when you go to shut it off, are you using the Windows start menu? That's ordinary fine but an alternative is to press the power button on the case (don't hold it down but press it the same way as when you start).

When it starts up is there any delay or is it basically doing a reboot when it should shut down? IF it's this, it's not a LAN issue but could be a funny BIOS issue nevertheless.

Yep, I am using the windows start menu to shut it off

What do you mean by delay? It kind of looks like it is doing a reboot but I can't be sure

Update: I successfully did it! So this happened after I turned it on after doing the method successfully (taking out the battery etc.)
1. computer turned on for a bit and then shut down and then turned on again and told me that my bios settings were resetted to the normal defaults
2. restarted computer again when prompted by the system
3.logged in and computer took a while to load websites on the web and some icons on the windows notification area icons were blank and didn't show
4. restarted the computer and everything went to normal after that

Was that all normal?
