Graphics choppy but windows 7 64 says I have correct drivers for 8 yo mobo

I'm taking my Windows 7 machine from 32-bit to 64-bit to upgrade my RAM from 4 to 8 gigs. I have an e8500 with an ASRockP45R2000-WiFi mobo.

When I upgraded (not clean install) and inserted the manufacturer CD it said everything was current. And I installed the graphics drivers for my Sapphire Radeon R9 270x.

After installing the graphics drivers is was better than the 800x600 generic drivers. But I was still getting that shadow/afterimage when I would drag any window (My Computer) in a circle. (Like when the computer isn't refreshing fast enough, like when I had Windows 3.1). This of course wasn't happening before.

I think this board fully supports 64 bit but the options are for XP and Vista.

Questions...
Are 64-bit windows 7 drivers available for a 2008 motherboard? I went to some driver utility website that said it had them...then realized it was spam and am now doing a FULL wipe and install.

Should windows vista drivers 64-bit work?

Anything else I may have missed? I'm pretty dang sure when I installed Windows7 I had to put this CD in and run it.
