my specs are Intel(R) Celeron(R) 1.83GHz 1.83GHz 4.00 Ram 64-bit operating system, 64-based processor it runs bad in games help pls

You didn't mention the graphic card & your problem isn't your Windows it's your processor it's not designed for gaming or heavy tasks Intel celerons are processors that fail in testing & still work a lot slower than they should Intel renames them as Celeron & sell them as their budget processor they're not worth buying & 1.83ghz is a low clock speed for a processor anyway
