New graphics card need advice

ok my current specs are Amd fx-4300 quad core 3.8ghz have overclocked to 4.3
1x8gb stick of ddr3 memory
1tb hdd at 7200rpm
256gb 850 evo ssd
Motherboard-ASUS M5A97 LE R2.0
amd radeon r7 260x
350W Corsair VS350 PSU
and 3 120mm fans 1 90
My cpu cooler is the evo 212
So my question iswhat graphics card should i upgrade to a i am thinking of getting the nvidia gtx 970 and aking out my current sone as i cant run crossfire as i dont have the power plus it is pointless with low end graphics cards
so should i get the r9 290x gtx 970 or is it worth getting a better psu my budget is around 200 but if it makes a huge diffrence i can stretch higher

I presume you mean $200. There isn't much point in upgrading your GPU, because any relatively high end GPU will be severely bottlenecked by that CPU. You will also need a new PSU for GPUs like a 290x or 970. Perhaps an upgrade to an FX 6300 or 8320 and a new PSU and then waiting a bit to buy a new GPU might be a better idea.

Solution
A GTX 970 is going to require at least a 500w power supply.
A R9 290X is going to require at least a 600w power supply.

That poor Corsair unit is not going to cut it with those video cards. Get yourself a high quality power supply. The amount of power these video cards can draw when gaming is no joke.

so would the gtx give me anyperfomance booost considering i rarely get the cpu above 50 percent in game or is it the cache wich is the problem

I don't think I would say that. But with a very low quality power supply, getting a powerful video card like the GTX 970 or R9 290X without an new higher quality power supply is a given.

Even if you were not getting a new video card though, I would still recommend that you get a better quality power supply.
