980Ti, hands down the best value. If you can afford either option, there's no reason NOT to go with a 980Ti instead.

The SLI 970's would give better performance than the single 980ti when the scaling is good but less performance when the scaling is bad, (also limited Vram I have these and going to sell mine for a 980ti)
I would defiantly get the single 980ti for the consistent performance and still have the option to add another in the future for SLI if needed.

if everything is equal and SLi scalled perfectly and every game worked with SLi, the 2x970 would destroy the 980ti; if you're on 1080p/1440p the SLi gtx970 will be better. however lack of ram and bad SLi scaling will make it look pretty poor in comparison to the 980ti in 4k and in every title that doesn't play nice with SLi (which is most of them).

A pair of 970s in SLI will be faster, when they can work in SLI mode. Not all games play nice with SLI though.
A 980Ti will consistently perform better than a single 970, and will never have any SLI issues. At least not until you decide you want to SLI the 980Ti's.

im making a new build at the end of the year, and im getting a 27inch 1440p monitor, so thats why i was wondering whats better.

Then there's nothing to think about further, it's 980Ti for you. There are several games that use up to and over 4GB at 1440p already, so why gimp your build with an inferior setup when there's something better available for about the same $$?
