InCreasing MSI Afterburner power limit may be risky???

After watching tutorials on overclocking gpu's wth msi afterburner i decided to max out the increase power limit to +20%. I clicked apply and heaven benchmarkers fps went from 43 to 9, and my r9 280 gpu clocks plumbeted to 150mhz and memory 300mhz (somthin like that). So i reset afterburner to defult clocks apply it and restart the benchmarker but the fps is still at 9-10 i restarted my pc and that fixed it... I havent read anything like this... Question 2: i incresed my vram memory clock by 10mhz while benchmarking with spaces of 10 seconds or so inbetween to watch for arrifacting, i managed to increase it by about 300mhz when without seeing artifacting my screen when pink and dark grey in vertical lines, is it normal to not see artifacting befor seeing this??? Any tips and answers would be appreciated. My specs are:
R9 280 gigabyte
I5 4690
Gigabyte z97

Then its fine. The way you wrote " max out the increase power limit to +20%" seemed like that. try a driver reinstall and then tell .

Videos iv seen, they put the power limit to max befor they change any of the clocks, but when i did that my gpu failed and my motherboard gpu kicked in leaving me with that 9 fps, this shouldnt hapen. How to fix?

OP download GPU-Z- http://www.techpowerup.com/downloads/SysInfo/GPU-Z/ Open GPU-Z, take a screenshot and post it here. If your memory cannot overclock by much and overclocking it by 10Mhz results in artifacts, I'm betting you have Elpida memory on that GPU.
