Slow Internet on Only One PC

My main rig has the slowest internet in the house. I pay for 25mb up and 25 mb down. However, when i run speed tests and try to play games, such as CS: GO or COD: AW, I have ubsurdly high ping and it makes my games unplayable.

My Specs:
i5 4690k
MSI Z97S SLI Plus
8GB RAM
CM Hyper 212 Evo
CX 750m
120GB Kingston SSD
WD Blue 1TB
MSI R9 290 OC Gaming Edition
Corsair 230T

Things I have tried:
-Check for programs such as AMD Quick Stream in programs and features.
-Run a full virus scan using windows defender in Windows 8.1 (Took forever, turned up clean)
-Switching WiFi cards with my other rig that does not have the issue and gives me full speed
(Still Same issue).

Any help is appreciated. Thanks for your time.

Open a COMMAND prompt, type "ipconfig /all" om each computer and note each computers ip address
The type ping and the ip address of the other computer (only one pc at a time) and note ping times
typical ip addresses of home network are 192.168.1.005,sometime the "1" is a "0", and the "005" can be any number

I have confirmed that the location of my PC is the cause of the issue, because i moved my pc on a makeshift table in my basement next to my router, and used a cat5e ethernet cable to check the speed of my PC, which the results were beyond what i pay for. When i tried WiFi next to my router, i got exactly 25 up 25 down. It looks like i either need to change the location of my PC, run an ethernet cable though the walls to my PC. Thanks everyone for all the help.
