PSU problem can affect the CPU cooler?

Hi all,

First of all my specs:

i7 4790k not oc
Corsair Hydro 100i cpu cooler
16 gb ram
GTX 970
Cooler Master v750 PSU
Asus Hero MB
256 ssd


I have a year old custom built PC that I built myself even though I'm not that knowledgeable overall. Anyhow yesterday while surfing around the web my PC just shut down. I tried to power it back up but the moment lights get on the pc turns off again in an instant. So I tried another older PSU that I got and it booted, but then on the post screen I get a CPU fan error message, I just continue to Windows and the CPU coolers fans are spinning at max speed and idle temp is at 88 celcius, windows becomes very slow too obviously.

My question is, did my PSU break my CPU cooler as well? Or is there something I'm missing? I never had any problems with this PC until now. My CPU idle temp was always 30~ and max load 60~ but now cooler went all crazy after the PSU problem. I'm considering buying a new PSU obviously, but how can I troubleshoot the CPU cooler without damaging my CPU?

Need really help with suggestions, ideas and recommendations to my situation as I'm really clueless. Thanks in advance.

Oh ok I can try that, but is it really possible that just because of the let's say the PSU died, it took the pump with it just like that?
