$1,000 budget PC, need GPU & PSU help

I'm helping a friend build a PC. He has a budget of around $1,000, but he needs a monitor, OS, and keyboard (and possibly a mouse). So the budget for the actual computer hardware is less than $1,000. This is the build I have come up with so far. What GPU should I go with? I can't decide between a 280, 280x, 285, maybe a 960, or even a 3xx card. I know I don't need an aftermarket cooler, but I figured it's $30 and will keep the system quiter. Also, I'm not too knowledgeable on PSU's, so if anyone has any input on the power supply, please give it. Thank you!

Which would you recommend? The 290 or 380? Obviously the 380 is newer, but you know. Just curious

Also, he said he likes blue so I was thinking I'd try to stick to a blue theme a bit but he didn't sound like it must be blue

If you're bored and looking for something to do and want to see what you can do with a more blue mobo and maybe even GPU, then go crazy haha
