"Bottle-Neck" potential for the GTX 980Ti ?? Advice required ( Fill in the blanks)

Hello Everyone,

I am about to upgrade my PC system and I would like your opinions on the components to upgrade. Before proceeding, please read the following information carefully about my preferences.

1. I want to play all the latest and the near future games at MAX Graphical SETTINGS ex : GTA 5, Batman Arkham Knight, Need For Speed(2015) etc.

2. I want at least 60fps average at 1080p resolution with the MAX SETTINGS.
3. I only want to get a GTX 980 Ti as my GPU.
5. I have 8GB DDR3 RAM on my current system, which I believe is good enough for now.
6. I have NO intentions of OVER-CLOCKING any hardware.
7. I don't focus much on video rendering or editing, mainly gaming.

My question is, what Motherboard,CPU and Power Supply Unit could I get at the lowest cost to achieve all the above with no "bottle-neck". Please fill in the blanks below :

Well its difficult to say as I'm from Malaysia and I'm not sure of how the currency exchange would be. But in general, the lowest costing components that will be optimized to see the full potential of the GTX 980 Ti.

Well its difficult to say as I'm from Malaysia and I'm not sure of how the currency exchange would be. But in general, the lowest costing components that will be optimized well enough to achieve all my preference mentioned above and not lower the performance of the GTX 980 Ti .
