Cant Overclock AMD Radeon HD 7950 3 GB

So ive been trying to overclock my GPU for performance gains and it doesn't seem to want to overclock... at all. Whenever i try to overclock my card my system crashes almost immediately even for the most basic settings. The card's stock settings are 900 MHz GPU core clock, and 1250 MHz memory clock. Even if i try a mere 50 MHz overclock on the core alone my system immediately freezes and crashes, even additions of the voltage E.g. 2-10% don't change the result. I know its not other components in my computer because my old NVIDIA GTX 295 which has a much higher TDP, and also runs much hotter managed a decent overclock. Ive heard of the HD 7950s having problems but ive also seen people getting very good overclocking settings as well E.g. 1165 MHz. i feel i should definitely be getting at least 150 MHz overclock on the core considering it doesn't get that hot, 36C idle and around 50-60C under load. But the heat cant even be the issue since the card crashes immediately when i overclock (heat wouldn't be able to get it over its thermal limit that quickly). i have tried different programs to test its overclocking setting like Valley Benchmark and various AAA titles. i also have random moments where my AMD driver fails then recovers itself about 2 seconds later leaving me with slight unresponsiveness at times, i know this because an icon in the bottom left corner pops up and says"AMD Driver has failed and recovered". Please help!

System Specs:
CPU: Intel Core i7-4770 & Cooler Master Hyper TX3
Motherboard: MSI Z97 U3 Plus
RAM: Kingston 8 GB DDR3 1333MHz dual-channel
GPU: AMD Radeon HD 7950 3 GB
Case: Antec VSK4000E with 3 120mm fans
PSU: Apevia ATX-CB700W

That system really doesn't need anywhere near 700W. More like 400-500W. If you want the extra watts for potential SLI/Crossfire (depends on GPU though), then get one of these https://pcpartpicker.com/parts/compare/antec-power-supply-hcg900%2Ccooler-master-power-supply-rs750amaag1s1%2Cseasonic-power-supply-s12g750/ All are quality units, but best to worst for these specific PSU's: Cooler Master > SeaSonic = Antec

Otherwise, getting one of these will save you money and work just as well...

That power supply is very bad. I'd guess that's the problem. Read http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html Apevia is ranked tier 5, aka avoid immediately.

If it's any worth, I've got an XFX (single fan) 7950 in my system right now. I've found it able to get to around 1150mhz clock/1500mhz memory. Wish I could keep those settings but the single fan doesn't cut it. Currently running it at 1025 clock/1450 memory so it doesn't overheat.
