[HELP] PC turns on by itself every few minutes and shuts down instantly

Greetings.
I got into a very strange situation. My uncle got a PC (DELL Optiplex 755), that keeps turning itself ON and then instantly turns itself off.
And by that I mean BY ITSELF it POWERS ON from a shut down state (not hybernated, not sleep mode... it is normaly Shut Down from within the Windows Vista start menu (yes I have configured the button to Turn Off the pc and not put it into a zzzz mode :) ) ) o_O
like every few minutes at random times if just powers on, then turns off instantly, it runs for like 1sec or so, it happens even before the LCD/BIOS gets initialized/booted.

Anyone got a clue what sort of trickery is that o_O

btw. when I shut down the pc manualy by holding the Power Buttom for 5seconds the PC wont do this weirdness.
It happens only when it is turned off from withing Windows.
 
Solution
Dell Community will make more sense of BIOS abbreviations. I, personally, turned off any type of hibernation/sleep on my Dell PC, I don't care about electric bill, but a PC readiness when I need it.

Could it not be an issue with some BIOS settings? Issue is not even a correct word in that case, rather just a matter of how the BIOS is set up.

I was browsing today once again thru the BIOS and found this:

This is found in a MBEx BIOS settings.

Currently the standard BIOS setting has the Power Management set to S3 state.

But I have no idea what is this MBEx all about, so maybe it has nothing to do with powering on the pc.

btw. if you need a more clear picture let me know I will take another shot at better quality (hopefully)

Because otherwise the PC is running totaly fine and stable when I power it on and boot into windows. There are no crashes or BSODs or w/e... the pc does this On/Off powering only when shut down.
That's why I am not sure if it is really some MoBo/PSU failure, but only some hidden setting or something.

Hi, sorry for late reply...
I have been away for several days so I could not finish the "work" on that pc,
meanwhile uncle took back the pc, so this puzzle remains unsolved :s

One thing I have tried was disabling the GPU driver in HW Manager, but that did not fixed anything...
then I tried removing the GPU driver ... but same result.
I did not got to the BIOS upgrade part, etc.
