XFX R90 290 DD FPS Drops/Stuttering

I bought a XFX the other day and I have been having complications ever since I got it, I've been getting low frames and annoying stuttering playing GTA 5 and GTA 4, My drivers are all up to date, Has anyone had this problem before?

Graphics: XFX R9 290 DD
Ram: 13GB
CPU: AMD FX 6300 Six-Core Processor

Have you been monitoring your temperatures at all? I mean for both CPU and GPU, as those problems can be caused from the overheating of either (and FX processors do run hot). If you don't know how, I'd recommend downloading HWMonitor and leave it running for 10m while you play a game. Come back with a pic of all the temps.

13 GB of ram? Is that a typo?
Mixing ram leads to badness. May or may not have something to do with your issue.
Also, is the game and/or your OS on an ssd, or a platter drive?
Possible loading times/page file use can cause "stuttering"
Need a little more info, both on the system, and exactly what the issue is.

Did these games run well on your previous gpu? And if so, what was it?
