help! upgrade win7 home premium to win8.1 pro, can't use flash player in charts!

Update, after wasting my whole saturday, day off wasted, from my research and understanding if windows 7 resolution is worse then 1024x768 it results in the vista loading screen. In safe mode when i can get into windows 7 when my PC is plugged into my TV it will not detect the tv at all and is stuck on 800x600 and in safe mode i cant do the connect to projector option. I am running it through a GT 730 that is only a few months old and isnt used very much. My GT 560 ti is going on several years of daily use in my other computer but it could be the hdmi port on the video card on the GT 730 I read but if the hdmi port is going bad wouldnt it be dead and not stuck on 800x600? I will reinstall windows 7 yet again and check back here, thanks for any help.
