Can't even start up my computer now, URGENT HELP NEEDED

So I got a computer built around a year and a half ago maybe, and ever since then, things have been a little off. Like occasional BSOD's, and my card (R9 280X) didn't seem to be performing at the level it was supposed to. The crashes soon became worse, and if my computer did recover, it would show the message, "Display driver has crashed and and has successflly recovered". I haven't been able to replace it due to personal problems so far, but now I can. And the last week or so, the computer hasn't even been starting up, it just shows a light blue screen (you can see it in the video I linked). The thing is, I want to be a 100% sure that it's the graphics card that's causing the issue, because I don't want to waste my parents' money. Could you guys help me out please?

The error is telling you that it's the drivers. Remove the driver with DDU and then download and reinstall. If you can't even boot into Windows, then simply boot into safe mode and uninstall/reinstall the drivers.

run DDU and remove drivers.
Reboot.
Download from website and install drivers.
Reboot.

OK guys, by a miracle my computer has started up again, so I'm going to do what rcald suggested and run DDU. *fingers crossed*
Also, my keybaord doesn't work during the splash screen, so pressing F8 does nothing.

@andreii707: How do I do that?

Ok so I ran DDU, rebooted, ran the driver installation thingy and rebooted again. Everything seemed to be working fine until about 5 mins later, when the screen flickered once or twice and suddenly went into a patterned mode( this patterned screen was common a couple months ago). To reset your BIOS you have to plug the battery out of the motherboard. Usually there is a little switch or something that makes it come out easily. Leave it out for a bit, 5 minutes to be safe and plug it back in. It depends on the motherboard though so do a little research before attempting, though it's not as complicated as I might make it sound.

But to me it looks like the GPU might be faulty. Is it still in warranty?

Um, I'm not really sure, I bought it around December 2013, so I don't think so. I can't find the warranty card anyways, so I don't think that's an option. How can I make certain that it's the graphics card that is the problem?

Do you use an AMD or Intel? Intel CPUs usually have integrated graphics. You can unmount the card and boot up afterwards to see if it persists, this way your PC will run on the intergrated graphics.
