My computer is just slowed down dont know why

Hey guys my computer is really really slowed down i dont know why yesterday i did full SCAN of the SYSTEM and all the vireses were removed but my computer is a still lagging i open google chrome takes forever i click on skype, skype stops responding i want to watch a youtube video a video doesnt even start please help because a single app like ccleaner is opening 2 minutes

My specs:

CPU - i7 4790 3,60ghz
GPU - zotac gtx 970 4gb
power supply - cx600
monitor - 1920 1080
OS - windows 8.1

Ok the first option will be a fresh install of OS.
If you insist not to do that. Then do the following
Clean temp file(%temp%)
open task manager and go to services and look for any unknown services that are running. Stop them( unknown meaning not from known manufacturer.)
go to startup and disable unimportant apps
