CPU idle 35-40 Degrees Celsius even after new cooler?

I have an Intel Celeron G530 running at 2.4GHz and I recently noticed that my idle temperatures were around the 40 celsius mark which made me a bit concerned. I decided to invest in a new CPU cooler and after researching I bought an "ARCTIC Alpine 11 Pro Rev.2" hearing that for it's price it was a much better cooler than the stock Intel one.

I installed and booted my PC and noticed that the temperatures were more or less the same, I thought that it might just be a first day thing and continued, but even now a couple weeks after my temperatures are still around the same.

This is a screenshot from Open Hardware Monitor where I haven't even done anything besides simple web browsing and have a max of 46, I am growing concerned and would appreciate any help I can get, thanks :)

Seems fine really, nothing to worry about there, a better cooler only really makes a big difference under load.

My i5 is about 35 Idle and around 45 Web browsing on stock cooler, although my case is very well ventilated
