i7-4790k runs at 90-100°C without programs running (except Core Temp)

For the past couple of months I have noticed that my computer has been running very slow and I haven't been able to play games and I can just about browse the Internet, but I can't watch YouTube videos. I used to use my computer to play game whilst browsing the Internet/watching YouTube videos and my computer would run perfectly. I have tried many things to get my PC to run faster and yesterday I even re-installed Windows 8.1, however nothing helped significantly. It wasn't until today that I realised it was my CPU that has been slowing down my PC, at least that is what I think is slowing down my PC. So, today I cleaned out my PC, replaced the thermal compound on my CPU, fitted a new case fan and tidied up the cables. However, my CPU is still running at 90-100°C, does anyone know how to fix this problem or what could be causing it?
 
Solution
It's not the first time I've heard of the stock coolers suddenly getting high temps. I have a feeling the plastic retention clips (hate them) become somewhat weakened over time and since there's not active way to tighten them (like screws) they may be losing pressure. Which could account for the high temps. That's wicked hot even for a loaded stress test.

Personally I'd drop the stock cooler and get a decent aftermarket cooler. Considering it's a somewhat cramped case, something like the cryorig h5 universal would do pretty well (width, not just height).

Yes, the fan is spinning.
No, it's not overclocked.
I am using the default cooler, but it has worked for almost a year so I don't understand why it has suddenly just started running at such a high temperature.

How do I check the voltage?
Air comes in through the bottom and out through the top and back, I have tried to get the wires out of the way. However, I have a mini-itx case so there isn't much I can do. It still runs at 90-100°C with the side panel off, because that is where the motherboard is, the other side panel has the power button and USB ports on it, it is a BitFenix prodigy case.

The fan is spinning fast and I cleaned the heatsink earlier when I cleaned my PC and replaced the thermal compound.

Go into the BIOS, (usually DEL on startup) and look for the pc health/diagnostic/overclocking screen and look for VCORE Voltage or similar.

Are all the push pins on the stock cooler secure? I know how fiddly they can be

The voltage is 1.466V. I believe all the push pins are secure, my PC was running slow before I removed the CPU fan so I assume that won't be the cause.

haha 1.5v is ok if u using liquid nitrogen or h20 cooling, should be around 1 v to 1.2 v, get that voltage down or its gonna fry
if temp hasn't droped reseat cpu thermalpaste with thin layer, update ur bios by lan con, reset bios to fail safe to defaults,
someone might have haxed ur bios and tried to fry ur cpu me thinks.

How do I lower the voltage?

1.5 is good as a short term voltage ONLY... I can use 1.5v I get 4.9mhz(not rock solid) with a Noctua DH-15(see rig in sig) BUT BUT BUT I will most likely degrade the chip very very quickly shortening its lifespan.

These are decent temps and voltages for i7 4790k(see rig in sig) with turbo disabled

4.4ghz == 1.26562v for 24/7 useage 35 Celsius = idle 48 Celsius max = Prime95 Blended test
4.7ghz == 1.37812v for GAMING ONLY 35 Celsius = idle 57 Celsius max = Prime95 Blended test

After lowering the voltage, when I tried to start up my PC the boot failed. So I loaded the optimised defaults and rebooted. Then when I logged in and opened Core Temp my PC blue screened.

When I loaded defaults a few things changed, one of which was the voltage, it is now at 0.903V.

cause it an AUTO feature.. it will raise and lower clock and voltage when needed....
