CSGO runs very poorly on HIGH END hardware

So i just started csgo,and i were getting 120 fps and it dipping to 1 fps when someone shot me.
Gpu usage was REALLY low (15%) and in the main menu i was getting 15 fps

Normally i have closer to 300 fps,what could be the problem?
After that i started crysis 3 and it ran normall.
I run the game on my ssd

Download the following two programs. Install and run each one. Highlight the window CPU-Z is in, and press ALT-PrtScrn, then open Paint or your favorite graphic editor, and save it as a file. Then highlight the GPU-Z window, and do the same thing.

Now, if you do not already have an account at a free picture posting site, go to TinyPic.com, create an account, and upload the two screen images you saved. Each upload will show you an IMG link which you can post right into your message here.
