building a PC for gaming, will this run ultra?

im currently playing H1Z1, rust, The Forrest, Arch, and others. but im looking to branch out to games like GTA5 Witcher, fallout 4, and other new 2015 - 2016 to be played on ultra, can this do it? which games listed could i run on ultra? also, what would i need to change to make all these games run on ultra?

Video card: GIGABYTE GeForce GTX 750 TI 2 GB 128-Bit GDDR5 (GTX 780 Ti 3GB 384-bit is an option too, but id like to save money if i dont need it)

motherboard: ASRock Fatal1ty 990FX killer AM3+ AMD 990FX 5 x SATA 6Gb/s

Processor: AMD FX 8350 8 core 4.0 GHz Socket AM3+

Memory: CORSAIR Vengeance LPX 16 GB (4x4GB) 288-pin DDR4

Storage: Seagate Barracuda 1TB 7200 RPM 3.5'' Internal Hard Drive

how about at least high? if not, what would you suggest to get my graphics to high - max settings for as affordable as possible?
(any help is much appreciated. as i stated above, this is my first time building a pc)

as much as it takes, for the best prices possible. id be willing to drop $2000 if i HAD to, but i already know i wouldnt need to spend that much.

thank you, this build is what my friend put together for me. and after doing some research, what he was saying wasn't adding up with what the parts could actually do. i'm a noob when it comes to PCs, so i really appreciate this

monitor is needed, unless there is any reason not to pirate an OS im good on that. and matte black and Green afterglow would be nice, but not needed. affordability > looks

Here you are. This build is more suited for 1440p than it is for 1080p Dual 390X will max out games at 1080p and most, if not all at 1440p.

EDIT: If you want to make this build cheaper, just get a single R9 390x. Dual 390x are ridiculously powerful for 1080p and are more suited for 1440p.. A single 390x will hold it's own on most, if not all games at maximum settings with 60fps. Dual 390x will get you around 120fps. You can also substitute a 60Hz IPS monitor for the 144Hz TN one and save a little bit of money that way

if i were to sub the 144 Hz for the 60 Hz, would i notice any difference?

Depends. Modern AAA games can be near 50gb a piece. If you're not planning on having much storage you can get away with 1tb. But I'd recommend 2tb so you don't have to worry in the future when you've used up 1tb

Have you ever used 120/144Hz before? If you haven't, you wouldn't notice any difference because most displays nowadays are 60Hz.
