Windows 8.1 64 bit 4gb ram 3.75 usable

So i my problem is that i am running windows 8.1 pro 64 bit
i am having 4 gbyte of ram and only 3.75 are usable
PC Specs:
amd fx 6300
amd radeon hd 6850
asus m5a97 le r2 (2601 bios version latest)
2 corsair xms3 (2 gbyte each)
What i tried :
Change memory slots
disable and enable memory remmap (could not post when it was disable)
cmos reset
re install everying again
re install windows (tried with 7 ultimate too but the same problem)
so i have no clue what should i do next ... i appreciate any suggetion

Exact same system down to the same ram and everything? Nothing is wrong, but don't believe me then.

It even show on your 2nd image that 260mb is hardware reserved.

my friend has the same system but he gets all the ram my father too .. i thing something is wrong

no gpu he has nvidia gtx 760 i have amd radeon hd 6850 but i tried his gpu but the same so i don't know ...

I have 4GB RAM and 3.88GB is Usable. This is since the beginning. When I made images of my disks with Macrium Reflect I saw small partition of 120MB (exactly the difference between 4 and 3.88) reserved.
