My PC freezes but i can keep moving the mouse

Hi everyone. Sorry for my english, im from Colombia.

Since i bought my computer i have this problem. My pc freezes like for 1 minute but i can keep moving the mouse. I tried everything but it keeps freezing. Change ram, hdd, graphics tested a different pc, power supply is okay. tried windows 7, 8, 8.1, 10 preview. could it be the my processor? or my generic rams anyway i chaged it.

MSI 970A-G43
AMD FX 8320 Unlocked 3,5ghz no OC - Cooler Master TX4 120mm
MSi AMD R7 260x GDDR5 128bits 2GB
Generic 2x4GB Memorys DDR3 1333
EVGA 600B 80+ Bronce
Toshiba HDD 1TB SATA III
Windows 7 Ultimate 64bits
Temps: IDLE 47 - Full 63-65

My city is really hot 33ºc everyday

no drivers missing, all of them up to date. i dont think temps are the problem, i have friend with the same cpu with stock cooler and they have no problem. and it only happens when im in desktop or in google chrome. never happened when im playing.
 
google ''google chrome is a resource hog'' and see the issues can come with that ??


65c is on the high side of that chip and throttling will occur and do like you said

also seeing how may copies of windows you went through I bet that got expensive [that's like 300 bucks U.S for oem ] ?? are you using legal copies ?

I guess it *might* be that the CPU is throttling down due to overheating, like the others said. Although ~65°C is a bit hot, but not quite "shutting down" hot.

Are you sure airflow in your case is set up correctly? I.e. sucking in from the front, blowing out the back? Is your CPU cooler mounted like that? Because it really doesn't help if the cooler is sucking air from above or below, most 120mm coolers can be mounted sideways.
