Help me build my uncle a low-end PC

I'm visiting my uncle in Portland and he's currently using a computer that's stuck on Windows XP and constantly crashes when he runs too many programs, and I've managed to convince him he needs to build his own PC. However, I need help picking the correct parts for his needs without breaking the bank. I know I could pick the parts myself, but I'm used to building gaming PCs and am worried I'll pick parts that are beyond his needs.

He runs a website hosting/ building service and has to use basic photo editing software such as Snagit. Outside of that, the only real software he uses is Microsoft Office applications and his web browser.

Requirements:
Needs to run dual monitor
At least 4 GB RAM (8 is probably more ideal if the price is right)
No monitors, keyboards, mouses, optical drives necessary
Maximum budget is $500

I went slightly over budget because i added an ssd and its an mATX case so it wont take up much room.
