I have this old Inspiron 6400 that is working but incredibly slowly, even for its standards, I've looked into ways of factory reseting it and none of them work
ctrl + F11 and F8 both not giving the option to repair the system? Any answers?

First make sure you have a backup of ALL of you important personal files.
Next you need to create a restore disk using the Dell software installed on you laptop.
Leave the disk in the drive and restart the computer .
While booting, I think it is F10 on that model to select boot menu. Boot from the CD/DVD you created and do a factory restore.
