That sounds too high to me, because when it is at load, it would be 100C? I would come back to your card and check if fan is working hard at idle, or get GPU monitoring, GPUZ will do here, quick and easy.
I remember that I run my 8800GT constantly at 100% fan speed and it was 45-50C at idle in XPS GEN3, which had larger case than yours.
If you run your card at 100% fan speed and it is still 60C at idle, you have to remove heatsink and change thermal paste, if nothing else work.
You did not stated which form factor you have. I assume Mini Tower, judging by your previous post with 8800GTX, so 755 supports up to 8 GB (4 sticks 2GB each) of 667 MHz and 800 MHz NON-ECC DDR2, if you have 64 bit.
Dell systems work with 99% success with Crucial, a bit less Kingston and then the rest.
Your choice should work, but it is a bit slower (667).

Yeah, my dell is an MT. When the GPU is idle, it is around 60 degrees Celsius. The memory it came with was 667 MHz 2gb. I am going to buy it, It should work.
