Need help getting PC to boot for the first time

I recently put together a PC, but I can't seem to get it to start. I'm very new to this sort of thing, so I'm really not sure what the issue could possibly be.

After connecting everything together and plugging it in, I was able to see the "standby" LED on my motherboard light up. Also, the USB 2.0 ports appeared to be working, as the lights on my mouse came on and my external USB optical drive was able to open and close like normal.

However, once I pushed the power button... nothing happened aside from a faint hum from the PSU, which only lasted for a few seconds (and it wasn't from the PSU fan). No fans would spin, none of the boot LEDs would turn on, and nothing appeared on the screen. Also, pushing the power button a second time, or any other number of times, would not cause the PSU to emit the hum again. That is, unless I disconnect and reconnect the cord, which causes the process to reset.

I've checked everything multiple times to see if things are installed properly. I tested each of my 4 sticks of RAM with the same result each time. I've also had the motherboard sent in (I'm not sure if the one that was returned to me is the same one or a replacement). Nothing has changed. I have also tried the paperclip test with my PSU and the fan did start spinning.
