I've heard that Google Chrome browser is open-source licensed that's why alternatives browsers such as Comodo Dragon,spark browser etc etc are built just like chrome's interface because of open-source licence.Is that correct?If so then let's say...for example..if I,myself,built a browser just like chrome then what about the Copyrights?Am I going to ask them to give me the right to release the browser built by me or just should I upload it directly to my website with EULA of chrome open-source?

Yes, Chromium was written by Google.
Google Chrome was first introduced in September 2008 and along with it the Chromium source code was also made available allowing builds to be constructed from it. Because Chromium is the open-source project that results in releases of Google Chrome, the histories of the two are intertwined.

Comodo Dragon, Google Chrome etc. are based on Chromium.
Google Chrome itself is not open-source.

You can use Chromium's source and modify it as you wish to make your own browser, you can then distribute it wherever you want and however you want as long as you clearly state that it's based on Chromium. Google Chrome's copyrights are owned by Google however and you can't do anything with it.
