which one of the options above whould be better?
i know that alone the hd 7990 is better than the r9 290x but because the hd 7990 is already 2 gpu's crossfired im afraid the 4 gpu's wont perform as good as just 2.

It all comes down to how much $$$ you wanna spend. IDK how much a 7990 goes for now days. But yes to answer your question the 7990 Quad is faster.

In pure compute performance, maybe. But I can tell you right now you will not have a good experience trying to game on two 7990's.

4-way crossfire and SLI tends to be a huge pain to configure correctly, not all games support it, the more GPU's you add the more stuttering you're likely to experience.

Well, I cant find a 7990 for cheap. If your looking for used ones on Amazon the cheapest is $310 and there is only 1 of them.

Everything looks good, maybe double your ram to 16GB though 2x8, so you can upgrade to 32GB later.

But, I doubt you can get 2 7990s for what you think you can. You were originally planning on spending $600ish. If you can get it, get it now (2 7990s). If not the next thing to do is compare 390 $330 each to 290X $240 each. You will not be able to get 7990 quadfire performance for less than $1000, which is essentially 4 290s.

why whould i need more than 8gb for gaming? i think im gonna start with 8 and if i see that i use all of it and i need more ill just get 8 more and have 16, anyway, i still think that the mobo isnt enough for the system so ill get the ASRock FATAL1TY Z97 KILLER as i was told in another post

You don't. 16 is good for general multitasking, but you won't need it for gaming. You will certainly not need 32GB unless you want to do serious video editing...
