I am having a problem connecting/setting up a VPN on Windows 8.1

Hello all, I’m trying to set up a VPN for a business partner to connect to my network from home. I have tried setting it up in windows a couple of times and keep running into errors.
I first went to my router and made sure PPTP Pass-through was enable, this was true as shown in this picture:

I then opened up port 1723, as shown in this picture:

I then continue to open up the ports on the computer that I was forwarding the port to. Via the firewall as shown here:

I then went into network and sharing center, went to “change adapter settings” and adding a new incoming connection for all the users.
These were the first steps I took to make sure that I could continue and that everything should be able to get to and connect to my network.
After that I would test it by connecting via the VPN network “thing” on windows 8, from the same computer I am forwarding to. It won’t connect on that, so I would try a different computer, which is also an accepted user, still won’t connect and gives a 800 error. Any suggestions or places I am doing something wrong? Thank you!

I don't think you can setup a VPN server (Microsoft RRAS) on a client operating system like Windows 8.
