Should I upgrade my GPU or my Processor?

I want to stream GTA V on twitch. The problem is once I start streaming with OBS my game becomes very choppy and it starts having trouble rendering.
What I mean by that is that, after driving for a bit the floor and surrounding structures become invisible.

The games runs very smooth if I'm not streaming.
I am wondering what would I have to upgrade in order to stream the game smoothly?

Brands, and model suggestions are highly appreciated.

Here is my build:

-Mother board
ASUS H87-PRO

-Ram
G.SKILL Ares Series 8GB (2 x 4GB)

-Possessor
Intel(R) Core(TM) i5-4670K CPU @ 3.40GHz (4 CPUs), ~3.4GHz

-GPU
GIGABYTE GTX 770 2GB or Sapphire Toxic R9 270X 2GB
To clarify I have these 2 cards and I've tested both with the same problem.

-Windows
8.1 64-bit

-Power supply
Cooler Master Extreme Power Plus - 600W Power

Yeah, that was a typo. But same holds true for the H87. You could upgrade to z87/z97 to overclock, but as it stands your board is locked.

I'd look into selling the 270X and 770 for like 100-120 each. Would go a long way towards funding a 390

I wouldn't upgrade that processor, that's for sure. Excellent chip. The issue is the card, but more so the fact that you can't overclock the processor on the H97 chip set. I'd look into upgrading to a lower end Z97 board like the Z97-A and possibly allocate budget enough for either an GTX 970 or an R9-390.

390 > 970 >> 770 > 270X

Though, I'd like to hammer forth the idea of getting an unlocked motherboard. Your issue would lessen a bit if you could overclock even to 4GHz
