Questions about Overclocking FX-6300

I have a FX-6300 cpu overclocked to 4.3ghz. i overclocked just using the multiplier. (21.5) and didnt mess with any other frequencys or voltages accept NB voltage which i set to 1.25V and cpu voltage to 1.4 v. i ran prime 95 with no errors or issues however in cpu-z i noticed the frequency of my cpu jumping from the OC 4.3ghz to the stock 3.5ghz. its currently watercooled by a h60 and temps never exceeded 35 degrees and the motherboard was not hot either as i have plenty of cooling in a HAF case in a 19 degree room so temperature isnt the answer. Is the frequency bouncing during prime 95 normal? also i have a gigabyte 970a-d3p mobo and a 1050w psu so power isnt a problem either.
 
Solution
The 4 phases on that motherboard might not be enough for that large of an overclock. I'd say turn down the multiplier 1 at a time until it doesn't jump around.

I've had the same problem with an FX-6300 and a different 4-phase motherboard. Honestly though, it most likely won't happen when you aren't under 100% load. So if you want you can ignore it, as it will probably run at full speed when doing normal tasks.
