(TROUBLESHOOTING) Power Supply Makes Constant Humming/Beeping noise pc wont turn on.

First time builder, finished building my pc yesterday. Plugged the psu into a surge protecter, and I heard a humming noise. I made sure the switch on the psu was turned on. I pressed the power button on my case, I heard a clicking noise. Nothing happened. No lights turning on, no fans spinning.

The power supply makes the noise regardless of if the actual power switch on the unit is switched on or off. As long as it is connected to power on the wall it makes it. The power supply is a Cooler Master v650.

I got the motherboard second hand, so I wonder if it could be the problem?

If you guys could help me out with this so I can move on from here, it would be greatly appreciated :)

Reinstalled the RAM, PSU still makes the humming noise, but I think it is quieter, and it sounds more inconsistent/distorted. Pressed power switch, still nothing.

Since, it works after you start it is has to be mechanical - as your system is new, your PSU has to be covered under warranty, in that case replace it.

What i am assuming, it may be either Fan or something with the winding. :/

Thanks a bunch, you helped my solve half of the puzzle :)

The RAM wasn't in properly, and the video card wasn't fully plugged in, I physically couldnt plug it in all the way, so I had just left it. Today I put in 2 molex connecter power things, and connected it to the ribbon cable on my psu, pressed the power button and everything turned on and lit up :D

Now my problem is not getting a signal on my monitor :S
