One beep, black screen what is wrong?

I built a new pc graphics card (being delivered). I have onboard graphics.

After putting everything together and starting the computer, I get 1 short beep and the screen is black but you can see the cursor for about 1 second before it disappears. The screen remains black. My monitor is receiving an input but its just a black screen. So the problem is one of the following:
-CPU
-Motherboard
-PSU
I cleared the cmos and that gave me a screen that said 'Insert boot drive or restart' After restarting it went back to the black screen

According to your motherboard manual "One single short beep will be heard if no problem is detected at system startup"

Make sure you do all steps at ss202sl's link. Also check that all socket pins are good

I have done all of that. I guess I should return my mobo and get a new one?

AMD processors have pins on cpu and holes on socket.
Intel processors have contact surfaces on cpu and pins on socket.
