How Do i reduce CPU fan speed

I tried Speedfan but it won't work and in BIOS i can select for it to be Full On or Manual which gives another selections of target temperature and fan speed levels. What should i do? because my pc is screaming right now.

The motherboard is ASRock 960GC-GS FX

Well first make sure it's plugged into the designated "CPU" fan pin slot.

Make sure the CPU temperature is good, it may be freaking out because of that.

Old am2+ or am3 CPU fans will only have 3 pins, they're missing the 4th control pin, so make you're using an am3+ CPU fan.

All is well now. I mixed up two fans in places... thank you alot :) [feels like idiot]
