New PC does not boot, CPU fan twitches and PSU fan turns off and on periodically

I recently built my first PC, and today I went to turn it on for the first time and install an OS.
When I pressed the power button the front light started to pulse on and off, the case fans spun normally but the CPU fan just twitched every few seconds. I also heard the PSU fan turn off and on every few seconds.

Is the PSU dead or the CPU fan?
Specs if you need them:
NZXT Phantom 240 case
Intel i5-4460 CPU
MSI H97 PC MATE 3 Mobo
XFX XXX Pro series semi-modular 650w PSU

Turn everything off and check your cabling first. If everything looks fine I would say it's your PSU.

I tried unplugging everything and stripping it down to the CPU and PSU, same result
Would It be a dead PSU or just a bad brand?

After moving to a quieter room, I could hear the POST beeps, and I found out that the ram was in the wrong slot.
Booted fine after that but it confuses me as to why the slots are backwards
