The Xeon E3 1231 is an i7-4790 without onboard graphics and a slightly lower clock speed. You save about 60 dollars this way instead of buying an the i7-4790 Itself. I think It's useful to have those extra threads in store in-case more games start to utilise more threads in the future. Not to mention some games already do.

Your choice is between that and the i5-4690k. I know you don't want to overclock right now, but again this is a thing for the future. The extra bit of power you might need when your CPU is no longer powerful enough will be brought by a 0.7-1.0 Ghz overclock.
