Getting low fps and stutter about every 1 second in all games with a GTX 970

Ram: 8gb
OS: Win 8.1 Pro

I use to get 60+ with no stutter in Arma 3 with the same settings and now I am getting 30fps with a stutter ever second. It is a routine stutter, it happens pretty much like someone set a setting to stutter every 1 second. I have no idea whats causing it and after hours of google I have had marginal improvement. I can't seem to find anyone else with similar problems.

I have tried everything short of reinstalling windows and Arma (I did verify the game integrity and test on dev branch).

I have no problems with any other game. I would normally post on the Arma forums but it seems like I am the only one with this problem which makes me think its a computer problem rather then game problem.

Well in the middle of typing this I decided to test GTA to make sure it was only a Arma problem. Exact same stuttering :/ shit. Anyone know how to narrow down what the cause is?

Edit: Tried downgrading drivers from 353.30 to 353.06. Didn't help. Temps are also low.

Edit 2: Tested CS, same stutter, shit shit shit shit shit. My fuse blew earlier, might be related?

Edit 3: Running prime 95, CPU seems stable. I have a shitty mobo that cannot handle any overclock but I am not sure if it is related.

Tested my CPU. NOT the problem. What the fuck is going on?!?!

Tested each individual part in my brothers computer.

[strike]Narrowed it down to my SSD. Only having problems in games so I didn't think to look there first. Took a total format to fix it, not just a reinstall. SSD was a MX100.[/strike]

Was a steam bug. Had to do a complete reinstall of steam, couldn't save old steam files.
 
Prime95 is a stress test, not a monitoring. When you say you ran a prime "test" then you ran a stress test. I need to know what the % usage is while you're gaming. Also if your graphics card is not being used at 100% all the time, there is usually a CPU bottleneck. The chart is more in the middle which means the graphics card is not being used to its full potential.

while playing Arma my CPU does not pass 30%, like it normally does. Does not pass 40% in cs:go, pretty standard for my cpu.

I am getting about 200fps in cs:go which is low I normally get about 270. Right now I am trying to determine if it is a steam overlay problem (Edit: Nope). I don't recall cs ever maxing my card.
 


30% is the whole CPU. What are the percents for each core?
