SOLVED: Update for anyone with this issue, Upgrading to windows 10 worked! You could try an OS reinstall.

Hello! I have been working on this issue for a WHILE now and have read so many threads I couldn't keep up with them. Anyways, straight to the point.

When attempting to access Catalyst Control Center (CCC) for the first time in a good while, it did not popup. I saw it running in Task Manager but no window would ever popup for me. So as I dislike creating my own threads, I took to google. The most often answer was to reinstall the drivers by using DDU in safe mode and reinstall them from the site. When I was installing them I chose custom, I checked everything however I do want to mention that anything related to CCC was grayed out and could not be unchecked (Not that I want to im pretty sure)

Obviously, that did not work. I heard something about AMD drivers called Omega. I attempted installing those and again it did not work. Here is what I downloaded CLICK ME

Thank you for any responses

PARTS:
FX-6300 6 Core
Sapphire Radeon R9 280
Windows 8.1 64 bit
Seagate Barracuda 1TB Hard Drive

I figured those would be the important ones, I can supply more if needed

Thank you for your reply

I downloaded it and cannot find the customization I was looking for. It may be there so if Im just missing it please tell me.

I need to be able to do this:

For an AMD card, using CCC:

•AA - Override application settings, 8xEQ, Standard, Multisampling, On.

•Texture Filtering - Override application settings, 2c, High quality, Off

Well, I may have downloaded the incorrect/outdated thing (I Found it HERE)

And right after installation and when I attempt to run it I get an error reading: Can not initialize ATIPDLXX library! Exiting now...

Ill keep looking incase it was just the wrong thing, thank you for your help so far

EDIT
Tried manually downloading the ATIP file only to get a new error
