Windows 8.1 64-bit OEM vs Full Version (32 & 64-bit)

Whats the difference? Numbers 2 is only 5 dollars more expensive. I did a quick search and read that OEM is linked onto the motherboard and can't be transferred while full version can. However, people said the full version cost a lot more like $60 more. Also what does it mean by (32 & 64-bit)? Does it mean number 2 is both? I thought it is either 32 or 64 bit. Also which one should I buy?

Full version can be moved to a new computer if you ever build a new one so you don't need to buy a new license (aslong as you delete the install from the old one). OEM (or system builder) versions come only with one install disk (64 bit or 32 bit, the one you buy) and full retail version comes with two install disks (for both 32 bit and 64 bit installs). With that tiny price difference I'd buy the full version.
