Is it safe to run a graphics card on a seperate power supply

I recently came in to possession of an HP Compaq 6300 Minitower that has an i7 and 16gb of ram, planned to put my HD7870Ghz in it only to find NO molex or PCI-e power connectors and non standard motherboard power connectors so I couldn't put my CX600 in it either, so it has come to this, the only way it seems to be possible to stick my graphics card in this pc is to run it off a separate power supply (the cx600) and I have a few questions about this.

1. How much power does a power supply actually draw directly from the plug and would running 2 power supply's cause the power bill to skyrocket?

2. Is it even safe to do so?

3. Would I need to be powering anything else with the cx600 to keep the load even?

EDIT: My uncle has ordered a new 650w replacement power supply for it so I don't need to do this anymore, however I am still a bit curious as to whether this can actually work.
 
Solution
A PSU will only use as much power as it needs. Efficiency curves place optimum at ~50%, but the total efficiency % varies only a little, so it shouldn't use any more power.

It is safe if everything is housed and connected properly.

It's also a PIA, which is why everybody just use one.
