Windows 7 SP1 repair disk not booting

I recently made a windows 7 SP1 system repair disk to "finalize" the process of migrating my OS (it is so close, that I just wish the stupid disk worked in the first place). However, upon attempting to boot from it, the screen read "Non-system disk or disk error."
After a bit of research, I found that this was a common problem that happens with UEFI BIOS, and I used the simple fix of transferring the files to a flash drive (~2GB), then renaming a copy of a boot file (bootmgfw.efi) and placing it in a folder named "Boot" in the efi folder on the flash drive.
Unfortunately the flash drive did not boot, but I know that it is probably because I did not make it bootable with the files that were on it (clonezilla was on it previously; I just moved the files off the flash drive and put the repair disk files on it).
Here's my question: What specific task(s) do I have to do to make the flash drive bootable, and is there anything else I should do while I am horsing around with it?

I'm just ending this now because there is no need for it anymore. The problem for which I needed this was solved without it, and Windows 10 is just around the corner. I apologize for anyone who was looking at this for a real answer, but it appears that the problem is unique to my computer's type of build. Hopefully this won't be an issue in Windows 10.
